Sergey Vinogradov was born in 1974 in Moscow. In 1996, he graduated from the Russian University of Transport (MIIT) with a degree in Computer Engineering and Automated Systems Software, after which he joined the Railway Research Institute (JSC VNIIZHT).

In VNIIZHT Sergey Vinogradov has worked his way from a trainee-researcher to the department head, Deputy Director General, Director of the Research Center "Digital Transportation Models and Energy Saving Technologies". In 2019, he was elected VNIIZHT Director General by the decision of the Company's Board of Directors.

In 2002, Sergey Vinogradov defended his thesis for the degree of Candidate of Technical Sciences on the topic: "Influence of train traffic conditions on the size of the operated fleet of locomotives".

He was a developer and head of the implementation of the "Automated workplace of a heat engineer for accounting, analysis and rationing of electricity and development of control solutions at the level of a locomotive depot". He led the work on the implementation of the program for the transfer of passenger trains to energy-saving schedules.

In 2013-2018, he headed the development team of the hardware and software complex "ELBRUS". This system is widely used on the Russian railway network. He is a prize winner of the International Union of Railways (UIC) Global Award in the field of railway research and innovation.
